Obituary

William Charles "Bill" Kirk, retired United States Army colonel, who honorably served in the Transportation and Judge Advocate General's (JAG) Corps, and who remained active in both legal and military volunteer causes in retirement, died Monday, June 28, 2021, at a hospice near his home in San Antonio, Texas. He was 73. Born in Toledo, Ohio on October 4, 1947, COL Kirk was the son of prominent accountant Robert J. Kirk and Margaret Mary (Whelan) Kirk. He attended Our Lady of Perpetual Help Grade School and St. Francis DeSales High School. He graduated from John Carroll University in 1969 with a Political Science degree. At JCU he was active in Circle K, Scabbard and Blade and ROTC. Upon graduation he was commissioned a Transportation Corps second lieutenant. He graduated from Case Western Reserve Law School with a Juris Doctor degree in 1972 and was admitted to the Bar of the Supreme Court of Ohio. He subsequently was admitted to the Supreme Court of the United States, the Army Court of Criminal Appeals, and the United States Court of Appeals for the Armed Forces. Military schools included the Transportation and Judge Advocate General basic courses, the Judge Advocate Advanced Course and the Army Command and General Staff College. During his distinguished thirty-year army career, COL Kirk served in positions of increasing responsibility in the United States, Korea and Germany, culminating in duties as Staff Judge Advocate of the Second Infantry Division in Korea, Walter Reed Army Medical Center, and the Army Medical Command. He also served as General Counsel of the Army and Air Force Exchange Service and of The National Defense University. His awards and decorations include The Army Legion of Merit Medal (2 awards), The Defense Meritorious Service Medal, The Army Meritorious Service Medal (7 awards), The Army Commendation Medal, The National Defense Service Medal (3 awards), The Korean Defense Service Medal, The Global War on Terrorism Service Medal, the Army Service Ribbon, the Overseas Service Ribbon (3 awards) and the Army Staff Identification Badge. In the Army, Bill was noted for his legal acumen, leadership and mentoring, research and writing ability; and for his sense of humor, great laugh, Guinness his beloved cat, vigorous singing of Irish songs, and annual or more often celebration of St. Patrick's Day. He studied history and enjoyed visiting historical sites and military battlefields. He had an extensive national, military, and international flag collection. The collection includes every official United States flag. After retiring from the Army, Bill was elected President of the Federal Bar Association San Antonio Chapter, was on the board of directors of the Operation Home Front San Antonio Chapter, was an active member of the Retired Army Judge Advocates Association, and also traveled widely. He was a devout member of Holy Trinity Catholic Church, San Antonio. Bill married the former Mary Lynn Fortman on July 4, 1975, and the marriage ended in divorce. He was predeceased by his parents and his youngest brother, James F. Kirk. He is survived by his siblings Thomas J. Kirk (Gretchen) of Germantown, TN, John E. Kirk of Denver, CO, Chaplain (MAJ) David R. Kirk of Alexandria, VA, Margaret Ann "Peggy" Kirk of Oregon, OH, and Marianne E. Merren (Jeffrey) of Oregon, OH; nieces and nephews Jennifer Dinoia (Peter) of Annandale, VA, Amanda Kirk of Germantown, TN, Kristin Kirk of Denver, CO, James Kirk (Danielle) of Denver, CO, Andrew Kirk (Sara) of Warwick, RI, and Robert, Chad, Maggie, Casey, and James Merren, of Oregon, OH; great-nieces and great-nephews Caitlin, Kelsey, and Nicholas Dinoia of Annandale, VA, Izabella and Blaise Kirk of Denver, CO, and Aiden and Summer Kirk of Warwick, RI. He also is survived by his beloved aunt and godmother, Martha (Whelan) Murphy of Youngstown, OH, as well as numerous loving cousins. Friends may visit at the Eggleston Meinert & Pavley Funeral Home, Oregon Chapel, 440 S. Coy Rd., on Wednesday, July 14, from 2 to 7 p.m., with a Vigil Service starting at 7 p.m. There also will be visitation at Epiphany of the Lord – St. Thomas Aquinas Church, 729 White St., Toledo, from 10 to 11 a.m., on Thursday, July 15, followed by a Mass of Christian Burial at 11 a.m. Interment with military honors will take place at Resurrection Cemetery. In lieu of flowers, the family suggests that tributes be made to Fisher House Foundation (fisherhouse.org) or John Carroll University.
