Deborah S. Billings, 64, of Toledo, Ohio passed away peacefully on Saturday August 21, 2021 at Promedica Toledo Hospital. Debi was born in Wauseon, Ohio on April 21, 1957 to Foster and Thelma (Hines) Carter. She worked as a respiratory therapist for 30 years retiring from with Promedica in 2016. Debi volunteered with Ohio Shorthair Rescue, Inc., (German Shorthaired Pointer) and enjoyed boating, traveling, scuba diving, elk hunting, snow skiing and crafting in her spare time. Motherhood is what Debi enjoyed most of all. Surviving are her husband of 36 years, Don F.; children, Adriane (Matt) Zaniewski, Wes (Michelle) and Hunter Billings; grandchildren, Dylan, Caitlyn, Kendyl, Wyatt and Monroe; siblings, Jannis (Herb) Blackmon, Carl (Cheryl) Carter, Roger (Mary) Carter, Gary Carter and Dale (Connie) Carter; numerous nieces and nephews. She was preceded in death by her parents and brother Kenneth. Visitation will be held on Thursday, August 26, from 2:00 pm - 8:00 pm at Eggleston Meinert & Pavley Funeral Home, Oregon Chapel, 440 S. Coy Road, Oregon. Funeral services will be held in the funeral home on Friday at 11:30 a.m. Those wishing to make an expression of sympathy in Debi's memory are asked to consider the Ohio Shorthair Rescue, Inc.
